The Iowa Utilities Board has a new website to help connect more Iowans to utility-related information by providing responsive display for smartphone, tablet and desktop users. It also has a different web address: https://iub.iowa.gov. by Jim Wolfe, IAMU Electric Services Coordinator I am looking forward to the days when I can see green grass and leaves back on the trees again. This winter hasn’t been the worst, but I’m ready for warmer weather. This time of year brings out the chain saws and chippers at many utilities so that you can do your line clearance tree trimming. The fall and winter seem to be a good choice due to lower temperatures and no leaves to grind or pick up. No matter what time of year, the customer challenges still remain. IAMU invited Tivon Feeley, Forest Health Program Leader for the Iowa DNR to speak at our Superintendent and Foreman Workshop last month. He touched on several topics that affect cities and utilities when they perform trimming and removal of trees. The headline on the Waverly Light and Power (WLP) website says it all: "Let's Get Wired Up". On Tuesday, February 10th, the WLP Board of Trustees voted to move forward with a plan to build the fiber network, Two area banks-Dubuque Bank and Trust of Dubuque and First National Bank of Waverly-will provide the funding. The Iowa Utilities Board recently released an “Informational Guide for On-Site Generation”, to assist consumers with evaluating investments in on-site electricity generation such as wind, solar, biomass or other technologies. The guide provides unbiased information to residential and small business customers, and walks them through the issues they should consider when evaluating on-site electricity generation. Municipal utilities are encouraged to provide the guide to customers who are interested in installing on-site generation. A copy of the guide can be found here.

The guide prompts consumers to consider their energy-related goals, legal requirements, and insurance issues before installing on-site generation. The guide provides consumers with a list of information to gather and questions to ask during the process. The guide was developed as part of the IUB’s notice of inquiry on distributed generation (Docket NOI-2014-0001), through input from stakeholders. IAMU participated in an October 2014 workshop on the guide and also provided written comments. Background on Distributed Generation NOI The IUB initiated the NOI on distributed generation in January 2014 to gather information related to policy and technical issues associated with distributed generation in Iowa, including net metering, interconnection, consumer protection and safety. IAMU has provided written responses on a wide range of topics. In a September 19th order, the IUB stated it would not seek jurisdiction to extend net metering policies or interconnection standards found 199 Iowa Administrative Code Chapter 45 to municipal utilities. However it encouraged municipal utilities to adopt net metering policies and the interconnection standards. IAMU encourages all municipal electric utilities to have policies in place for the interconnection and metering of customer-owned generation. IAMU has resources to assist utilities in evaluating and adopting policies. At its February 17th meeting, the Environmental Protection Commission will be asked to approve the Notice of Intended Action to initiate rulemaking to amend Chapters 50 “Scope of Division,” 52 “Criteria and Conditions for Authorizing Withdrawal, Diversion and Storage of Water,” and 53 “Protected Water Sources.” The Iowa Utilities Board has added a new team member to the IUB Customer Service Section. Rob Hillesland is not new to the Board; he has been working in the Customer Service Section for many years as an information specialist. He is very familiar with the role of the Board and with their Customer Service procedures. Don Tormey, Manager of Customer Service and Communications for the IUB, says "Rob has met many of you over the years, and his experience will be very valuable moving into this new role." Hillesland's first day in the new position was Monday, February 9th.
